The HIV/AIDS Treatment Adherence, Health Outcomes and Cost Study was a collaborative project of the Substance Abuse and Mental Health Services Administration (SAMHSA), the National Institute on Drug Abuse (NIDA) and HRSA’s HIV/AIDS Bureau. The study assessed integrated treatment interventions for dually-diagnosed individuals living with HIV/AIDS. It sought to determine treatment adherence, health outcomes, and costs associated with the provision of mental health, substance abuse disorders, and HIV/AIDS primary care services for individuals living with HIV/AIDS who also have both a mental health and substance abuse disorder.
Cooperative agreements were awarded from 1999 to 2003 to the following organizations:

The SPNS program began with some of the first Federal grants to target adolescents and women living with HIV, and over the years, initiatives have been developed to reflect the evolution of the epidemic and the health care arena.
