HAB has created the following sets of performance measures, which comprise indicators that providers can use in monitoring the quality of care they provide. The measures are based upon input from key stakeholders.
The measures can be used by Ryan White HIV/AIDS Program grantees at either the provider or system level. They can be used in their current format or further modified to meet agency needs. Grantees are encouraged to select measures that are most important to their agencies and the populations they serve.
HAB HIV Performance Measure Module (PMM)
The HIV/AIDS Bureau (HAB) is excited to now make available a HIV Performance Measure Module to grantees and service providers for submission of data on the HAB Performance Measures. The Performance Measure Module (PMM) is a reporting tool in the existing Ryan White Services Report (RSR) online database accessed through the Electronic Handbooks (EHBs) which will allow providers to enter aggregate data on the HIV/AIDS Bureau (HAB) Performance Measures (records reviewed, numerator, and denominator). Providers will be able to obtain reports that compare their performance regionally (by Public Health Service Regions) and nationally. The database will only be able to compare performance with those providers that submit data in the database. Submitting data to the HIV performance measure module is by voluntary participation. While performance measure data are not required to be submitted to HAB, grantees are strongly encouraged to track and trend data on the measures to monitor the quality of care provided. Grantees are encouraged to identify areas for improvement and to include these in their quality management plans. This type of information can provide rich discussion opportunities with HAB Project Officers.
