Tim Westmoreland served as counsel to the Subcommittee on Health and Environment, Committee on Energy and Commerce, U.S. House of Representatives, under Congressman Henry Waxman (D-CA). During this time, Westmoreland staffed more than three-dozen congressional hearings on HIV/AIDS and worked with Waxman to help usher the inaugural passing of the Ryan White Comprehensive AIDS Resources Emergency (CARE) Act in 1990. Here, he discusses those early sessions on the Hill and the labor of love in helping craft this important legislation.
